摘要
This study aimed to identify the managerial and operational factors involved in the budgeting process, from its establishment until its control. As a method of data collection, it was decided to perform a case study in an industry electrical wiring, with products intended for construction, located within the State of Parana. This research is classified as exploratory. The methods used to collect data were semi-structured interviews with those responsible for the financial sector and those responsible for the budget department. The systematic observation was performed during the planning and acquisition of machinery and equipment for deployment in the production process of the industry. The collected data show that although the organization had have structured a financial sector, as well as carried out activities related to budgeting, are not employed all the techniques proposed by literature, as the active participation of its constituents, ie, its leaders and employees. Besides there was no implementation of effective control by using comparisons between the values and items designed with the real ones. This shows that not using all the benefits that this tool has can lead to a poor decision making. Therefore, it appears that the organization uses few formal criteria indicating that the subjectivity of those responsible for sector analysis may influence more than expected in the decision process.
