LITHUANIA HEALTH INSURANCE SYSTEM INTERFACE WITH CLASSICAL SOCIAL SECURITY SYSTEM MODEL

In this article analyzes interface between Model of Lithuanian Health Insurance System and classical models - conservative (Bismarck) and liberal (Beveridge). Estiminate, that the model of Lithuanian Health Insurance system is closer to the conservative (Bismark) model. Also in the article are ascertained the original characteristics and imperfections of this model, supposed the possibilities to eliminate them. In the present stage of the Health Insurance system reform, it is essential to retain the position accepted in the health program, that money for health security must follow the patient; attempts to limit patients rights to choose a doctor or healthcare institutions should be avoided. State health care institutions and private family doctor` s office cannot be on the opposite. We don` t need intermediaries, such as the State Tax Inspectorate and Social Insurance services when contributions to Compulsory Health Insurance are collected. These contributions must go directly to Health Insurance Fund, administrated by the National Health Insurance Fund. The Ministry of Health must take control over the collection and use of these contributions. This would significantly reduce the administration of Health Insurance contributions. Rational financing of healthcare services much depends on correct political solutions.
