摘要
The model of Russian penal system should be reconsidered both institutionally and ideologically. The paper states that all the attempts to find a new model in the early 21st century were mainly of departmental nature and did not take into account the propositions of the criminal law or penal enforcement doctrines, public interest or the special status of the convict as the core link of the whole system of criminal penitentiary system. The authors attempt to create a criminological, criminal law and penal enforcement coordination model of interaction with convicted persons. The authors believe that this model will contribute to the positive and mutually acceptable dialogue between civil society and convicts. The model's implementation requires the establishment of a consultative body at the federal and regional levels a coordination center for interaction with convicted persons. Its jurisdiction could include the organization of cooperation between agencies and bodies working with convicts and protecting the rights and liberties of convicted persons. The work of coordination centers is broken into units that encompass all stages of penal enforcement from the moment of detention until a person's release. The authors suggest that the penitentiary system should be relieved from uncharacteristic functions (organization of meals, education, living conditions and medical services for convicts) and should focus on reaching the goals of criminal liability, ensuring the safety of both the society and the convicts themselves. It is suggested that the process of penitentiary system's reform should support the following key tasks: establishing the basis for the transparency of penitentiary institutions and agencies; recognizing the importance of penitentiary system for the safety of the state; making re-socialization (social adaptation) of the convict the basic goal of all criminal policy.
