摘要：
Jose Gil Fortoul published March 22, 1883 the article "Popular vote". There he explained the importance of the vote. He suggested his popular, direct, secret and universal nature as the basis of the Republican ideal. I will look at that article, in order to explain the significance of the claims of Gil Fortoul for 20th century Venezuelan.
