摘要：

One of the essential problems of economics is still a matter of state intervention. It divides economists into supporters and opponents of the interventionist policy. Usually discussions concentrate on the role of the state comprehended as state authorities, state-owned entities carrying out the government's tasks and state enterprises. In the study the authors made an attempt to point out reasons for the appearance of self-government and its tasks in the light of the conception of market and government failure.
