摘要：
Using defence as the particular case, the paper outlines the strategic uncertainties facing British manufacturing, and comments on the responses available to Government and industry. It focuses on international trends and the United Kingdom's place in a restructuring world. It goes on to argue for competitiveness based on technological excellence and rapid adoption of international best practice, combined with a more aggressive approach to uncompetitive activities, particularly when they flow through to competitive sectors.
