摘要
This paper analyses the evolution of the European Union's economic cooperation and development aid for the promotion and defence of Human Rights towards these areas: ACP countries (Africa, Caribbean and Pacific), Latin America and Asia, and the Mediterranean countries (Euromeditterranean Association). This cooperation was first put in place when the TEU entered into force in 1993. This paper argues how the enforcement of these agreements specialty the "democratic clause" -a legal mechanism that incorporates the respect of Human Rights and democracy as "essential elements" in the agreements with Third actors-has not improved decisively in Human Rights. The respect of Human Rights continues being the biggest challenge of the Internacional Society.
