This article presents an overview of the impact of changes at the state and federal levels on local county governments, and describes the innovations adopted by counties to deal with changing policies and procedures. The future of unpredictable revenue streams, increasingly complex caseloads, and changing state and federal policies have significant implications for the operation of local county mental health services.
