TERRITORIAL MANAGEMENT OF METROPOLITAN REGIONS IN REACH OF URBAN DEVELOPMENT AND REDUCTION OF REGIONAL DISPARITIES IN BRAZIL

摘要
This article presents the Brazilian metropolitan areas (RM) as an essential territorial cutout for the country's development, since they are areas that concentrate wealth, political power and the population at the same time expressing the urban problems more sharply. Added to the fact that there is a lack o interest in the RM's by the various levels of government, while municipal cooperation is superimposed by competition and institutional weakness. Therefore, we seek to show the importance of the development of Brazilian metropolitan areas by strengthening local management that can contribute to the planning of more efficient territorial policies, notably in the fields of housing, sanitation, mobility and environment, that are concerned and result of various social problems. Next to the local development, it is essential to conduct a nationwide project from the Federal Government on behalf of reducing disparities between the various regions of Brazil, whereas human development should be taken as a focus for economic growth, not only as a way to achieve it.
