摘要：
The investigation caused by this article is the effort undertaken by several Colombian universities committed to deepen some aspects of the imminent conclusion of the Colombian Constitutional bicentennial. These universities are in Medellin, Manizales, Nueva Granada Military Free. This has concentrated its efforts on the development of fundamental rights throughout the constitutional history in the period between 1.810-2010. Part of the achievement of this effort is to review developments in civil and political rights for which will start by the revolutionary period.
