PUBLIC POLICIES OF SCIENCE, TECHNOLOGY AND INNOVATION OF TOCANTINS: AN EVALUATION OF THE INCOME STATEMENT OF 2015

摘要
Every year, the State of Tocantins allocates part of its budget for Science, Technology and Innovation (ST & I) programs, an activity recognized constitutionally as a obligati on of the State, in an effort to constitute a catalyst for the development of the regional productive system and, therefore, a multiplier of economic and social development. The State of Tocantins, located in the northern region, is a unit of the Federation in underprivileged situation in the concentrated pattern of regional distribution of productive activities in the south and southeast regions. Although the need for investments in public policies of ST & I in Tocantins, these are threatened by macroeconomic policy constraints, which generally consider a limited scope for increasing public expenditures. In this context, the microeconomic dimension, focused on operational aspects of the effective realization of public spending, in the efficient use of public resources, has gained great relevance in the discussions concerning good fiscal management practices. Thus, with the emergence of legal instruments that have imposed greater transparency in the management of public stuff, greater rigor in the accountability of managers in cases of irregularities or misapplication of public resources, the quality of public spending became unavoidable. There is also the control exercised by the Audit Courts, which, when verifying irregularities or lack of efficiency, effectiveness and economicity in public actions, may penalize the responsible managers. Considering the indicated context, this work presents a conceptual sequence about (I) the instruments of governmental planning; (III) the quality of public expence; (III) the conceptual design for the construction of public policies set forth in the specialized literature. The intention is, based on the rendering of accounts of the Tocantinense Agency of Science, Technology and Innovation (AGETEC), referring to the year 2015, presented to the TCE / TO, to investigate the level of coherence of the results of the public policies directed to the ST & I towards the objectives and goals previously established, through the identification of the degree of efficiency, effectiveness and economicity printed in the public policies directed to the ST & I.
