摘要
Open government is a concept that has spread rapidly in governments, the civil society and the academic world. This article analyzes the development of the concept and the influence it has had in recent years. The first section presents a description of some conceptual approaches to open government that have been put into practice. Subsequently, there is a discussion on the efforts made by the Mexican Instituto Nacional de Acceso a la Informacion Publica (National Institute of Acces to Public Information) to implement open government at the subnational level. It is noted that, in this process, there were adjustments to the concept of open government used by each subnational government. The third section deals with the challenges faced by policy-makers when dealing with a concept (open government) whose definition is still under development. Finally, the conclusions of the study are presented.
