摘要
A more competitive world that characterized the last two decades of nineteenth century to 1914 obliged Mexico to modernize institutions. The government of Manuel Gonzalez developed a State policy to promote an intense commercial relationship with the United States and other nations. Frontier issues, the importance of railways, complicate diplomatic negotiations to settle a bilateral commercial treaty and consular information about American markets were conceived as means to encourage Mexican economic expansion.
