POLITICAL-PARTY DISCOURSE AND STRATEGIES IN AUSTRIAN FOREIGNERS POLICY FROM 1989 TO 1993

This article analyses Austrian policies with regard to the permanent presence of foreigners in Austria. The contribution discusses the different arguments and strategies of the governing and opposition parties. The analysis and criticism is based on plans and programs of the Austrian parties which deal with migration and have been developed after the political turn in the eastern neighbouring countries 1989/90. Since that time these programmes have shaped attitudes towards forgeigners. Policies towards refugees, immigrants and foreign workers confirm, almost without exception that the overall pattern is a defensive and restrictive one.
