A METHOD OF INCREASING THE UTILIZATION EFFICIENCY OF HF BANDS ALLOCATED TO THE RADIO BROADCASTING SERVICE

The problem of utilizing frequencies allocated for radio broadcasting in the high-frequency band is a critical problem today, and is reflected in the Final Resolutions of the World Administrative Conference on Radio (WACR-79 and WACR-HF-87). In accordance with the resolutions of WACR-79 (Article 8 and Resolution 8 [1, 2]) as well as Resolution 91 of WACR-HF-87 [3] it should be possible to reduce the band overload factor in this frequency band, although this problem will not be completely solved in the near future. In this paper we propose one possible method of increasing the band utilization efficiency in this frequency band by setting up radio communications using surface (ground) waves.
