摘要：

New processes of public management in contemporary societies attempt to value the importance of organized civic society in the elaboration and implementation of public policies. The main objective of this paper is to study relations of co-participation between the public sector and organized communities within the new tendencies of local public management in Venezuela. A descriptive analytical methodology was employed in the analysis of a concrete case in Maracaibo city.
