摘要
The model policy of "war on drugs" raises the question of establishing whether the harms associated with repressive strategies help to reduce the harm caused by drugs or if, conversely, are added together to aggravate. A balanced policy involves finding a balance between protecting public health from damage represented by drug and, moreover, control of the social damage associated with extreme repressive measures. The aim should be to establish a system that actually contribute to fully protect the welfare of the individual and society through appropriate controls on potentially harmful substances, and simultaneously set clear boundaries to ensure human rights of those in roles that must be controlled, such as consumers, growers and those who depend for their livelihood of dispensing of these drugs.
