摘要：
At the present stage of development of the coal industry in Russia in spite of the existing investment, technological innovation and positive opportunities for the development of its production and economic activity of the coal industry is not able to fully develop this potential on the basis of the existing legal framework. For the implementation of the innovative development of mining industries in the economic crisis it is necessary to identify bottlenecks and mechanisms of disclosure in the system of economic and legal relationships between industry and government on the basis of public-private partnership characterized by comprehensive consideration of the conditions affecting the availability and effectiveness of their application in specific coal mining company.
