FOREIGN ECONOMIC ACTIVITY: BRIGHT PROSPECTS AND PROBLEMS OF CRIMINALIZATION

Global changes of economic, politic and legal systems of the last 25 years in Russia determined expansion of cooperation between Russian participants of Civil commerce and foreign partners. 25 years since the Russian Federation appeared and 23 years since it started developing market economy our country again evolves into a significant part of international process. International business activity is a multilevel, complicated, multiple-vector phenomenon with many subjects and many other functional models naturally developing within. These models include foreign trade activity (with e-commerce operating within and beyond). Measures on import substitution, on Russian participants' of foreign economic activities deprivation of rights counteraction, on their rights' restoration, on internal market protection from unfavorable international trade factors grew quite important. The authors conclude that criminal following of business activity has interpenetrated different life spheres and therefore the latent factor inevitably grows. Law enforcement activity analysis lets the authors recommend Russian Legislator to depart from endless pointing substantial and - more importantly - functional characteristics out. All the perspectives, even the most attracting, of international business activity are meaningless without reasonable and sufficient criminalization of the crimes that are of high danger to certain spheres of international business and moreover to economic security of the country. International business is a huge integrating source that consolidates efforts of international community for world peace, life standards improvement etc. Federal laws on international business activity of state, entities and persons including e-commerce must be based on their special aspects within the country and also on international legal standards.
