APPLICABILITY OF STRATEGIC PLANNING TO FEDERAL UNIVERSITY HOSPITALS

The management of federal university hospitals has, for a long time, been questioned due to the insufficient service conditions offered to users. To deal with the problem, the federal government has created the National Programme for Restructuring Federal University Hospitals (REHUF). Such programme has begottem the Brazilian Hospital Services Company (EBSERH), an agency aimed at restructuring the strategic management of those institutions. This article brings a descriptive objective and a qualitative approach; and used as procedures bibliographic research and document analysis. The applicability level of the strategic planning components as set forth in the literature was checked out, through the collection of secondarydata from the sites of the first hospitals contracted by the EBSERH. The applicability rate of illuminating components of view was found out to be 66,67%, whereas the internal and external analysis rate turned out to be 85,71%. Most notably, there was a 100% applicability on the definition of current and future scenarios, the strategic formulation, the development of indicators and accountability. However, considering the whole of the proposed model (Kaplan & Norton, 2008), there are only 31,25%. There are important improvements to be carried out, such as the definition of the main elements for strategic management, mission, aim and amounts; and the rearranging of targets, strategic actions, budgets and control instruments.
