LAND-BASED POLLUTION PROTOCOL TO CARTAGENA CONVENTION

This article is a background document for the development of a protocol to the Cartagena Convention for the Protection of the Marine Environment of the Wider Caribbean Area concerning land-based sources of pollution. The recommendations of a workshop held in Costa Rica in 1989 are detailed and the proposed draft protocol is compared to the Athens and Quito Protocols and the Montreal Guidelines.
