International cooperation for development of inclusive education. Some contradictions between Spain- Latinamerica

摘要
This article intends to be a deep reflection on the concept of International Cooperation and its meaning on empowerment relations. It's based on the study of the practices carried out in relation with inclusive education projects focused on Spain-Latin America. After the analysis, we suggest a reconstruction of the concept and of its practice on the basis of mutual learning, a joint development in the acknowledgement of each other's values and the professional and personal development; which, in time, also implies the consideration of the different points of view, the voices of the participants and the formulation of shared processes. The ultimate aim is to recuperate the essence of cooperation itself, which stands as a basic strategy for the emergence and consolidation of a cultural, political and practical inclusive education proposal.
