摘要：
The article deals with the issues of territorial development and inequality as those occupying a special place in modern regional economic policy. The are considered interbudgetary transfers which represent the main method of the state levelling regional policy. The author emphasises that excessive differentiation in development levels of Russia's regions put up barriers to market reforms and impede the formation of the common economic space.
